		<description>It&#039;s pretty hard to notice spammers on twitter. I mean when you&#039;re just starting and have 12 followers you&#039;ll have no problems but once you get couple hundred readers it&#039;s kinda hard to keep track of all followers.</description>

In regards to your &#039;no engagement / no value&#039; section - it&#039;s true many people follow only.  My feeling is that they are either: 

1: A bit shy about engaging in conversation
2. Looking to Twitter as a landscape of resources

As you stated, active users could be the ones who begin the conversation with those who are not participating actively. Just as in real life networking, there are always those who are not sure of themselves and become wallflowers. 

THEN, if you don&#039;t see results, I would agree that unfollowing is the way to go.
